While seeking cooperation and guidance from all concerned for full implementation of the people oriented health programmes, the health minister said to streamline the manpower positioning, there is a need to follow the guidelines. Every medical personnel must cooperate to attain universal access to health care services, he said.
On state 15% matching share to NRHM, he opined that the share should be provided in time.
He further said that transfer and posting should be done as per sanctioned post and not as per convenience. In case of shortage of doctors, the posts are to be created as per need. He also made a mention of internal fight among the colleagues on seniority and promotion and requested all concern to refrain from recurrent legal interventions.
Further, he expressed his concern over private practice by the Govt. doctors which directly affects the patients’ care in the government hospitals. Acknowledging the less fund allocation to the health sector, he assured that with the cooperation from health officials, the matter would be taken up with the higher authority at the state and central level.
The Director of Health Services, Dr. T. Basar, hoped that under the able guidance and leadership of the health minister, the Health department will further progress. He also urged all the participants to give correct inputs of various programmes to the Minister.
Dr. D. Padung, State Nodal officer (NRHM) gave a brief power point presentation on
NRHM highlighting the genesis, objectives, strategies and ultimate goals of NRHM.
He also dwelled on the importance of ownership of the program at all level especially
at the community level. He further highlighted the different components of NRHM,
existing health facilities, need for rationale posting of existing manpower so that
maximum health facilities are made functional to provide quality health care services.
He impressed upon the participants and the health minster on the mismatch of health
facilities notified by the state government and the health facilities recognized
by Government of India. He also presented on the issue of 15% state matching share
for NRHM from 2007-
Dr. K. Nishing, Jt DHS (NVBDCP) cum Addl. DHS gave a brief presentation on the status of Malaria cases and the efforts being made in curbing the disease in the state through IEC activities. He pointed out that though malaria is highly endemic in the state, the department could reduce the mortality as compared to earlier years through widespread implementation of vector control activities. He also informed the house on sporadic cases of Japanese Encephalitis in Changlang and Lohit districts.

Jini, Chief Medical Officer, General Hospital, Naharlagun gave a presentation on the status of General Hospital and pointed out that the hospital needed more sweepers in order to maintain the cleanliness and hygiene of hospital especially for the new block. Staff Nurses are required in more numbers if the hospital has to run and provide quality health services, he added. There is also a need for more and modern equipments for cancer operation and special fund for cancer medicine, he said. He also expressed his desire to have a separate wing for eye and cancer patients. He also presented the almost approved 350 bedded hospital master plan to the Health Minister and the vision to have a 500 bedded hospital with 50 student capacity Medical College and 50 student capacity Nursing School in near future.
Anshu Prakash, Commissioner (Health & FW) appreciated the progress made under NRHM with a special mention on the success of PPP model where NGO partners run 16 PHCs across the state including one CHC at Deomali in Tirap district. He apprised the Minister on the current status of positioning of Medical Officers in Sub Centres, ANM in the hospitals which is against the norms thereby depriving the PHCs of having the services of the Doctors and ANM at the sub centre. He pointed out that the state has the best doctors, nurses and technicians, the only drawback being lack of proper work culture and missionary zeal. While appreciating the Minister, he requested all to work harder under the able leadership and guidance of health minister.

He attended prayer in the Dukhang (main prayer hall) of the Tawang Monastery and gave His blessings to the monks and people present. Enroute His Holiness planted saplings at Tawang DC Bungalow where he had planted tree in 1959 on entering India from Tibet. his Holiness had planted tree at the residential complex of Deputy Commissioner during His visit in 1997 and 2003 also. Thereafter His Holiness performed ritual at the Old Market Gonpa. He spent some 20 minutes there and took some time out for a photo session with the officers of the district administration and their family members.

AAPSU welcomes Dalai Lama’s visit to Arunachal
ITANAGAR, Nov 12: The All Arunachal Pradesh Students Union has expressed its desire to welcome Tibetan spiritual leader Dalai Lama with open arms and hearts in the state capital on November 14.
The AAPSU president Takam Tatung in a communiqué stated that “His Holiness is a special guest of India and Arunachal being an integral part of the country will be accorded warm reception to the world renowned spiritual leader.”
He further said the Dalai Lama who is on a spiritual mission in the state since November 8 and who is scheduled to visit Itanagar on November 14 will be accorded warm welcome by the denizens of the state capital especially by the apex students’ organization.
Meanwhile, the five members delegation of AAPSU led by its president Takam Tatung called on state chief minister Dorjee Khandu at his Secretariat office and submitted a copy of memorandum which was earlier submitted to President Pratibha Devisingh Patil, Prime Minister Dr Manmohan Singh, UPA chairperson Sonia Gandhi, Leader of Opposition L K Advani and many other national level leaders.
Chief Minister, reportedly, perusing the memorandum appreciated AAPSU’s stand on various issues especially Chinese repeated claims over the territory of Arunachal.

During the programme various centrally sponsored schemes including PMGSY, NREGA, NRHM, Accelerated Rural Water Supply, SSA and Mid Day Meal Scheme were highlighted through lectures, interactive sessions, quiz contests and theme based songs.
Speaking on the occasion Chagam Dolo, BDO, Doimukh, said that his block is lagging behind in implementation of the NREGA. The job card holders in the block have so far got only 19 days work in the current financial year, he informed and strongly pleaded for enhancement of minimum wages under NREGA.
Bamang Tasung , Assistant Engineer, PHE, Doimukh informed that Swajaldhara Programme has recently been launched in Arunachal Pradesh.
Referring to total sanitation in Doimukh and its adjoining areas Tasung exhorted the people to shun the habit of defecation in the open.
Detailing the activities under NRHM, Dr. Nabam Takang, Medical Officer, Community Health Centre, Doimukh said that infrastructural facilities in health services are gradually expanded. He said that Rogi Kalyan Samitis and Accredited Social Health Activists (ASHA) have been involved to make NRHM more meaningful and effective. Traditional Indian system of medicine is also being promoted in state, he observed.
On PMGSY S.Cheda, JE, RWD, Doimukh opined that monitoring system of the construction of roads under this Yojana has to be more effective to ensure better quality of roads. He claimed that there has been total transparency while implementing the projects under PMGSY. Even common people can monitor the progress of work on internet. Speaking on SSA and Mid Day Meal Scheme, K. Putlee, Coordinator Cluster Resource Centre, Doimukh said that Mid Day Meal Scheme has helped in reducing the number of school dropouts but there is much scope for improvement so far its implementation is concerned in remote rural areas.
Nabam Ragi, President of Papum Pare District Gaon Bura Association and Nabam Dormo, Secretary of the Association also addressed the gathering. Both of them emphasised the need for disseminating detailed information about various welfare schemes of the Govt. at the grassroot level. According to them a proper monitoring mechanism has to be evolved for better implementation of developmental schemes. ITANAGAR, Nov 12: The scene now shifts from the city of landscape to the city of joy when 10 promising artists board a train to Kolkata on November 23 next to enrich their talent.
The young talents of the state will leave for Kolkata on November 22
to participate in a workshop cum training to be held at the Victoria Memorial Hall
there on November 24-
Besides getting tips from experts on nuances of art in workshop and training programme, the local talents will also get an opportunity to hone their skills in painting through visits to some of the museums upfront and art galleries as well in Kolkata, the cultural capital of India.
Earlier, they were screened from talent hunt through district and state level competitions on landscape painting. The search for upcoming faces got off to a start with contests organized in different districts across the state and culminating at the JN State Museum in the state capital to pick the 'final ten'.

19 shortlisted in the Citizens Category of the RTI Awards
New Delhi, Nov 12: National RTI Awards has announced the names of 19 finalists in citizens’ category. These are those individuals who made maximum public impact through the use of RTI. These have been shortlisted out of a total of 1130 nominations received in this category.
Take the case of Subhash Agarwal, a cloth trader based in Old Delhi. His RTI request started a nationwide debate on whether Supreme Court and High Courts judges should reveal their assets and liabilities. This RTI eventually led to apex court justices disclosing their assets on the Supreme Court website. Similarly an RTI filed by another shortlisted citizen activist, Professor Rajeev Kumar, has forced the IITs to disclose the details of their selection procedure, stating off debate on how to improve the system.
Some RTI applications have had such a powerful impact so as to awaken the government from its deep slumber. For example, Prashant Kumar Dubey, one of the finalists, used the RTI and the media to make child malnutrition one of the most important social, political and electoral issues in Madhya Pradesh. Another RTI journalist, Shyam Lal Yadav, used the RTI Act to reveal expenditure incurred by the UPA government on foreign trips made by its various union ministers. The issue raised many eyebrows, eventually prompting Prime Minister Dr. Manmohan Singh to write letters to his ministers asking them to curtail expenditure on foreign travel.
However, the struggle of these activists has been not without their share of troubles. For example an RTI filed by Akhil Gogoi, a social activist of Assam and one of the finalists, had exposed a 1.25 crore scam in the Sampoornai Gram Rozgar Yojana (SGRY) and Rs 60 lakh scam in the Indira Awas Yojana in Gamariguri block of Golaghat district. This exposure had led to people protest against the corruption in the administration of government schemes. As the result of this, Gogoi had to face the wrath of those who had been benefiting from the corrupt practices.
The names of the final winners out of these nineteen would be announced by the jury in a press conference on November 27, 2009. The jury consists of Actor and Film Maker Aamir Khan, Indian Constitution Expert and Senior Advocate Fali S Nariman, Former Chief Election Commissioner J M Lyngdoh, Author and Media Personality Madhu Trehan, renowned Dancer and Social Activist Mallika Sarabhai, Chief Mentor of Infosys Narayana Murthy, NDTV Chairman Prannoy Roy, Ace Badminton Player and National Badminton Coach Pullela Gopichand, Editor and CEO of Dainik Jagran Group Sanjay Gupta, Former Chief Justice of Supreme Court and Chairperson of National Human Rights Commission Justice JS Verma and Santosh, a firebrand RTI Activist. The award ceremony will take place on December 1, 2009. The award consists of Rs. two lakh, citation and a trophy.
Arunachalee doctor brings laurels to country
ITANAGAR, Nov 12: An Arunachalee doctor, Dr Tana Takum has brought laurels to India as well as Arunachal Pradesh by winning “Outstanding Presentation” award at the 5th TEPHINET (Training Programmes in Epidemiology and Public Health Interventions Network) scientific conference (Asia Pacific region), held at Seoul, South Korea from Nov 4 to 6 last.

India was represented by National Institute of Communicable Diseases (NICD), New Delhi and National institute of Epidemiology, Chennai in the said conference.

4th EDUSAT training prog on RS, GIS & GPS ends
ITANAGAR, Nov 12: Indian Institute of Remote Sensing (IIRS), Dehradun successfully completed the 4th EDUSAT Training Program “ On "Basics of Remote Sensing (RS), Geographical Information System (GIS) and Global Positioning System (GPS)".
The EDUSAT centre of the Rajiv Gandhi University, Rono Hills, Itanagar enrolled 17 participants consisting of M. Phil and Ph D Research Scholars and some faculties from the different departments for the training program. Out of 17, only 6 participants, namely, Dr. Gibji Nimachow (Asst. Prof. Geography), Dr. Jawan Singh Rawat (Scholar, Geography), Dr. Dhruba Sharma (Scholar, Life Science), Ms Oyi Dai (Scholar, Botany), Miss Doli Tesia (Scholar, Geography) and Tasso Loder (Scholar, Geography).
The training program is conducted by the Indian Institute of Remote Sensing (IIRS), Dehradun, National Remote Sensing Centre and ISRO Department of Space, Government of India in collaboration with Consortium for Educational Communication and University Grant Commission, New Delhi sponsored by National Natural Resource Management System (NNRMS).

She further asked the members to give adequate time to the officers while seeking details of schemes so that they can present a comprehensive status report.

Students’ leave for educational tour to Hyderabad
ITANAGAR, Nov 12: Twenty students of Arunachal Pradesh and two school teachers left for educational tour to Hyderabad, Andhra Pradesh on Nov 12 from the headquarter of the 25th Battalion Indo Tibetan Border Police (ITBP) in Tezu. The tour has been sponsored, conducted wholly by the 25th battalion ITBP under Civic Action Programme, Layak Chand Deputy Commandant of the battalion informed.
The basic idea behind conducting the educational tour is to give them proper exposure. While traveling it is natural that the students would interact with cross section of people and gradually they would be able to understand the diversity of the country, Deputy Commandant further stated.
Sanjeev Kumar Singh, Commandant 44th battalion ITBP who flagged off the ITBP bus carrying the students up to Tinsukia said that ‘this is indeed very good opportunity for the students of the region as they would be able to see renown historical monuments at Hyderabad.
Seven students from Darang Higher Secondary School, West Kameng, three students from Government Higher Secondary School Tezu, and eight students from Indira Gandhi Government College Tezu will be escorted by assistant commandant and four other jawans of the ITBP during the educational tour to Hyderabad. The students will stay at Hydrabad for about a week and wind up tour on 23rd November.
ITBP conducted similar educational tour in 2008 to Delhi and the tour was exclusively for the girls.
